- NL Customs will be hosting a DMS-update webinar on March 15 Update March 8, 2023: The Dutch customs authorities have announced a new DMS-update webinar which will take place on Wednesday, March 15 from 10.30AM to 12.30PM. In this 2-hour online session, they will share the latest state of affairs regarding the implementation of DMS 4.0. Starting in 2022, the Dutch customs administration will replace the old AGS customs system with the new DMS system. The transition consists of two phases: DMS 4.0 and DMS 4.1.
DMS 4.0 Migration delayed
Update December 12, 2022: Dutch Customs has announced the new implementation timeline for the migration to DMS. The updated information can be found here on the Dutch Customs website.
We are currently evaluating this new timeline and what it means for each of our customers. In the coming weeks we will contact customers directly to review your specific migration timing and next steps towards the migration to DMS.
Previous: Dutch Customs announced on Friday, October 7th that the migration of DMS 4.0 Import has been further delayed (see below as well as the Dutch Customs website). This will also delay the migration of DMS 4.0 for later phases as well. We will contact you directly to discuss next steps and the updated timelines once these are made known by Customs.
Message from Dutch Customs – dated October 7, 2022:
“In April 2022 we unfortunately had to decide to postpone the implementation of DMS 4.0 Import. This was due to issues with the connection to our debit administration. Since that time, we have worked hard towards a solution, but this has not let to the desired result. The issues are thus so big that the quality of DMS 4.0 is not sufficient to implement at this time.
We therefore are postponing the planned implementation of DMS 4.0 Import in October 2022 once again. We are working hard on a solution to these issues and are aware of the impact this has on businesses.
We are working on a new plan for the go-live of DMS 4.0 Import. This also has consequences for the planned DMS 4.0 Export (normal procedure) and DMS 4.1 (IIAA) migrations. The planned final migration date for these procedures of June 30, 2023 is no longer achievable.
We will discuss these changes with the European Commission. The revised implementation plan will also be discussed with the Overleg Douane Bedrijfsleven (ODB DMS). This means that we are not yet able to say what the updated plan will entail. We hope to provide a new, updated plan on the short term.

What will change with the switch from AGS to DMS?
With the switch from AGS to DMS there will be changes in the declaration data which must be submitted to customs. Some of the biggest changes concerning both export and import declarations are for instance several new document types, additional information on delivery terms, payment methods and a change in declaration and procedure types in accordance with UCC regulations. In DMS there will also be some new fields required such as an EXS checkbox and a field for the presentation time. On item level there will be new fields for commodity codes and transport equipment information.
Due to those new fields which need to be filled in the declaration, a few API changes need to be implemented. This concerns the new information on delivery terms and country as well as the new document types.

Release and Deployment Timelines
The DMS 4.0 test environment for AEB Customs Management solutions is available as of March 28, 2022. The test environment was installed with the AEB service pack March 2022.
Dutch Customs will migrate customs filers to DMS 4.0 starting in early 2023. The updated timelines can be found on the Dutch Customs website.

- Make the necessary changes in the API (if applicable for your solution)
- Check and adapt your templates.

We kindly request that you take the following points into consideration:
- The DMS test environment may be subject to changes made by Dutch Customs. We will update the AEB test system with any changes made and inform you of these accordingly.
- Please notify AEB at least 24 hours in advance of any changes you make to the DMS test environment. This can be done by sending a list of changes to info.nl@aeb.com.

Time schedule postponed: As of February 3, 2022, the Dutch customs authorities have not yet made available the test system for software providers. AEB has therefore decided to postpone the rollout to be included in the March 2022 service pack, as opposed to the February 2022 service pack as originally communicated.
