Starting in 2022, the Dutch customs administration will replace the old AGS customs system with the new DMS system. The transition consists of two phases: DMS 4.0 and DMS 4.1.

What will change with the switch from AGS to DMS?
With the switch from AGS to DMS there will be changes in the declaration data which must be submitted to customs. Some of the biggest changes concerning both export and import declarations are for instance several new document types, additional information on delivery terms, payment methods and a change in declaration and procedure types in accordance with UCC regulations. In DMS there will also be some new fields required such as an EXS checkbox and a field for the presentation time. On item level there will be new fields for commodity codes and transport equipment information.
Due to those new fields which need to be filled in the declaration, a few API changes need to be implemented. This concerns the new information on delivery terms and country as well as the new document types.

Release and Deployment Timelines
The DMS 4.0 test environment for AEB Customs Management solutions is available as of March 28, 2022. The test environment was installed with the AEB service pack March 2022.
Dutch Customs will migrate customs filers to DMS 4.0 starting from mid-September through the end of October 2022.
(The transition period for DMS 4.1 is currently planned for August 2022 through June 2023.)
The transition will mainly consist of the following steps, which you can carry out independently using the migration guide provided below by AEB:
- Make the necessary changes in the API (if applicable for your solution)
- Check and adapt your templates.
Migration steps to undertake by customers
Preparing and Testing:

We kindly request that you take the following points into consideration:
- The DMS test environment may be subject to changes made by Dutch Customs in the coming weeks. We will update the AEB test system with any changes made and inform you of these accordingly.
- Please notify AEB at least 24 hours in advance of any changes you make to the DMS test environment. This can be done by sending a list of changes to info.nl@aeb.com.
Migration of customs filers to DMS 4.0
- Please inform us of your desired migration timeline during this period (starting from mid-July through the end of October 2022) and we will plan this together with you and Dutch Customs.
This can be done by submitting your preferred migration timing to info.nl@aeb.com.

Please provide us the list of contacts to be addressed by simply replying to info.nl@aeb.com. This will ensure that we reach all involved stakeholders as needed throughout the migration period.

The post on what will change with the switch from AGS to DMS was updated today.
Time schedule postponed: As of February 3, 2022, the Dutch customs authorities have not yet made available the test system for software providers. AEB has therefore decided to postpone the rollout to be included in the March 2022 service pack, as opposed to the February 2022 service pack as originally communicated.
