You can use the fallback procedure to create export declarations with a fallback document if for technical reasons it is not possible to create an electronic export declaration. You send the fallback document to the customs authorities, depending on the simplification procedure. If the customs authorities release the goods, they will return the stamped version of the fallback document to you by email. The customs authorities might also call for controls (by email) before the release.
UK customs authorities provide information about the operational status of electronic customs procedures, as well as about planned downtime on their official website.
- If you wish to display only customs declarations created in fallback procedure, you can set the Variant filter to Fallback procedure in the Export declarations overview.
- For Export Filing: CHIEF, the manual fallback procedure provided by the UK customs authorities for the CHIEF declaration procedure is available in the application by default. This is suitable if you have few transactions. For customers with a large number of transactions, the manual fallback procedure is not suitable in practice. Therefore, use the individual fallback procedure agreed in advance between your company and UK customs authorities. For this purpose, contact the responsible key user in your company.
The two scenarios for how the fallback procedure continues depend on whether the export declaration has already been sent to the customs authorities:
- Scenario 1: You have not yet sent the export declaration. The status of the export declaration is either New or Ready to declare
- Scenario 2: You have sent the export declaration. The status of the export declaration is Sent.
Processing export declarations in fallback procedure that have not yet been sent
If the CHIEF e-customs system is not reachable and you have not yet created or sent an export declaration, consider waiting until the fallback procedure has been revoked by customs if your export declaration does not need to be processed urgently. If you have not yet sent your export declaration but would like to do so, you can activate the fallback procedure in the export declaration.
Scenario 1: No customs messages relating to customs declaration have been sent

If you have already sent out your export declaration before the connection to the CHIEF e-customs system was interrupted, copy the earlier export declaration for the fallback procedure. Print out a paper copy of the fallback document in the copied export declaration. Finally, cancel the original export declaration.
Scenario 2: Customs messages relating to export declaration have already been sent
