The table below gives an overview of the declaration references that need to be added to the GMR, the information required for each GVMS movement in an import declaration, and the status of the declaration that needs to be reached before a GMR can be created.

Standalone transit declaration:
CDS Import declaration
The following information is a requirement for import declarations referenced in a GMR. This is not applicable to import declarations in transit scenarios since the import declaration is submitted after the GVMS process.
Declaration type: (DE 1/2)
Transport mode at border must be 6 multi-modal transport (DE 7/4).
Location of Goods must be a GVMS location (DE 5/23): list of approved GVMS location codes for CDS
***Additional Information type: RRS01 on header level with haulier EORI or name (if EORI not known) in text (DE 2/2).
Status of CDS Import declaration: Registered not arrived.
Status of Transit declaration: **Released.
*EIDR: Entry In Declarant's Records.
**A GMR created for a non-released transit could invalidate the transit movement.
***The Additional Information type RRS01 is required to be entered in the import declaration whether the declaration was created in Customs Management or elsewhere.
Changes in Customs Management: The 'Arrival RoRo' button will not be available anymore for import declarations starting 1 January 2022.
