In August 2025, the FCC Covered List was added to AEB's portfolio of restricted party lists. Should this list be relevant for your company, and you wish to include it into your AEB Compliance Screening software, the FCC Covered List can be licensed in addition to your already existing content.
What is the meaning of this restricted party list?
In 2019, the United States passed the “Secure and Trusted Communications Network Act” to address national security vulnerabilities in US telecommunications networks and to remove vulnerable equipment from the networks. As part of the controls, the act requires the Federal Communications Commission (FCC) to publish and maintain a list of communications equipment and services that pose an unacceptable risk to US national security.
The FCC regulates interstate and international communications by radio, television, wire, satellite, and cable in all 50 states, the District of Columbia and U.S. territories and is responsible for implementing and enforcing America’s communications law and regulations.
The initial list, commonly referred to as the “Covered List”, was published in March 2021. It includes companies whose telecommunications equipment and services pose a security risk under the “Secure and Trusted Communications Network Act”. This prevents the sale or operation of such new “covered” devices in the United States so that they cannot enter US networks.
The original list can be found at the following URL: List of Equipment and Services Covered By Section 2 of The Secure Networks Act | Federal Communications Commission
Which companies should screen against the FCC Covered List?
Screening against this list is relevant for companies incorporated under or subject to US law. Moreover, other companies may choose to conduct the denied party screening against the FCC Covered List if, for example, their corporate compliance policies or contractual obligations require them to do so.
Do you need to license this list if you use third-party content in Compliance Screening?
If you screen your business partners against restricted party list content from third parties (such as Reguvis or Dow Jones) in your AEB Compliance Screening application, the FCC Covered List may already be included in your content. In that case you do not need to license this list separately/additionally. For more information, please contact your content provider.
