As part of NCTS 6 Phase 2, Dutch Customs have made several changes to the rules that apply to some data groups / data elements. The changes are described below.
Transit departure NL
The following national rules have been introduced by Dutch Customs to the outgoing declaration data message (IE015) and the declaration amendment request message (IE013).
Head / House consignment level

| Authorisation: Type | New rule | Using the authorisation type C524 to declare the usage of a reduced data set is no longer permitted. |
| Additional reference: Type | New rules | The 'Identification number' must be entered for the following additional reference types and parties as follows: Y022: Consignor (Head and House Consignment level) Y023: Consignee (Head and House Consignment level) Y025: Representative Y026: Holder of the transit procedure Y028: Carrier In addition, the additional reference 'Reference number' must be either AEOC or AEOS from character 3 to character 6 for these additional reference types. |
Item level

| Previous document | Change in rule | Both the N830 previous document on House Consignment level and the N705 previous document type on item level can now be declared. This was previously disabled. |
