If you have CDS, NCTS, GVMS, ICS Great Britain (S&S GB) or EMCS configured as part of your AEB software, you will need to grant authority for the AEB software to communicate with CDS/NCTS/GVMS/S&S GB/EMCS and HMRC on your behalf. If you are using more than one of these systems, each one must be authorized separately.
Follow the steps below to grant authority for the systems that you require:
CDS / NCTS / GVMS / S&S GB
Before authority can be granted, you must:
- Have registered with HMRC to use CDS, NCTS, GVMS or S&S GB using your Government Gateway account.

- Have the mobile phone which is registered with the Government Gateway account available, as this will be needed to grant authority for the software to interact with HMRC.
The authority should last for 18 months and it will need to be renewed before it expires. To re-authorize, use the same process as below, ensuring that the Government Gateway account used is registered for CDS, NCTS, GVMS or S&S GB as required. Reminders of when the authority is due to expire can be configured. Status checks within a declaration will prevent the declaration from being sent if the authority has expired.
Once AEB have confirmed that authority for CDS, NCTS, GVMS or ICS Great Britain (S&S GB) can be granted, the following steps will need to be completed within Customs Management.
Please Note: Only users with the I_CLIENTADMIN role will be able to complete the below steps in Customs Management.
How to Grant Authority
- From the Office menu, go to Administration > Customs settings. Select CDS UK, NCTS UK (CTC), GVMS UK, or ICS Great Britain as required.
- This will open the Participant settings. Select the Customs system and click Open.
- Select Grant authority. This will open a new tab on the Government website.
- Follow the instructions on the Government website to grant authority for AEB to interact with HMRC on your behalf.
- Once completed, return to Customs Management. Note: If you receive an error message informing you that participant settings have not been found and the connection has been unsuccessful, please log out of Customs Management and repeat steps 1 to 4.
- The Auth. expiration date should now be populated with a date of expiry. You may need to refresh the screen for the expiration date to be updated.
Authority Renewal Reminders
The authority should last for 18 months but it will need to be renewed, using the Government Gateway account that is registered for CDS, NCTS, GVMS or S&S GB before it expires (using the process above).
To enable a user to receive a reminder when the authority is due to expire, some configuration is required. A person record needs to be created which is linked to your company and to a user with the I_SECURITY_CONTACT_PERSON_GB role. This user will then receive an email reminding them that the authority will expire in the number of days entered in the Expiration reminder field. For example, if 30 is entered in the reminder field, then any person setup which is linked to a user with the I_SECURITY_CONTACT_PERSON_GB role will receive an email 30 days before the Auth. expiration date. The person with this role will also be shown a user tip, when accessing the program, to advise them that the authority is about to expire. Status checks within a declaration will prevent the declaration from being sent if the authority has expired.
To create a person record linked to the user (who has the I_SECURITY_CONTACT_PERSON_GB role) follow the steps below:
- From the Office menu, go to Master data > Persons.
- Open the person record, if it already exits, or click New and enter the name and any other details required to create the new person record.
- From the Person menu, select Add user.
- Select the option to Link person to existing user and click Ok.
- Select the required user from the list, and click Apply.
- Next assign the person to a company, if not already done by selecting the Employee in companies tab.
- Click the New button, select your company and click Apply.
- Press Save & close to save the person record.
EMCS
Before authority can be granted you must have registered with HMRC to use EMCS using your Government Gateway account.
The authority should last for 18 months and it will need to be renewed before it expires. To re-authorize, use the same process as below, ensuring that the Government Gateway account used is registered for EMCS.
Once AEB have confirmed that authority for EMCS can be granted, the following steps will need to be completed within EMCS Filing.
Please Note: Only users with the I_CLIENTADMIN role will be able to complete the below steps in EMCS Filing.
How to Grant Authority
- From the Office menu, go to Administration > Connection Settings. Select OAuth company settings.
- Click New to create the company settings record for your company. Note: one entry is created per company. If you have several different excise numbers, these must be entered using a separate company entry and be saved with the same excise number as in the linked Government Gateway account.
- In the Basic data section, assign a Name to the new company settings record for your company.
- In the Companies section, click Add, select your company from the list, then click OK.
- Click Apply to save the record. In the OAuth company settings overview, the new company settings record is then displayed.
- To save the company settings, click the save icon in the upper right corner of the screen.
- Select the newly created company settings record and click Open.
- In the Basic data section, click on the Grant authority link.
- The Government website will open in a new tab.
- Follow the instructions on the Government website to grant authority for AEB to interact with HMRC on your behalf.
- Once completed, return to EMCS Filing.
