NCTS5: What Changes are there to Messages and Flows?

With the introduction of NCTS5 there will be changes to the messages and message flows as detailed below:

New Messages (applicable to BE, NL and UK)

The following messages are new in NCTS5:

• IE004: Amendment acceptance.
• IE013: Declaration amendment.
• IE019: Discrepancies.
• IE035: Recovery notification.
• IE056: Rejection from office of departure (replaces IE016 declaration rejection message).
• IE061: Control decision notification - arrivals (NL only).
• IE170: Presentation notification.
• IE182: Forwarded incident notification.
• IE057: Rejection from office of destination (replaces IE08 arrival notification rejection and IE058 unloading remarks rejection).
• IE928: Positive acknowledgement now also sent for simplified departure declarations.

New Message Flows

The following message flows are new in NCTS5:

• Pre-lodgement of transit departure declarations using the additional declaration type A.
• Notification of presentation at office of departure.
• Amendment and cancellation of pre-lodged declarations.
• Discrepancy notification by office of departure to trader at departure, when major differences are found when goods arrive at destination.
• Recovery process, where a customs debt arises during the transit operation due to unlawful removal of the goods from the transit procedure, or non-compliance with conditions set forth by customs. The recovery process initiates the steps taken by customs to collect debts that are due.
