With the change from NCTS4 to NCTS Phase 5, multiple changes to data fields and groups have been introduced.
New Data Fields
The new data fields for departures include:
Head/Consignment Level
- Additional declaration type to differentiate between pre-lodged and standard departure declarations
- Presentation of goods date and time
- Reduced data set indicator
- TIR carnet number as a separate field to declare
- Representative instead of representative capacity
- Additional supply chain actor
- Contact details for holder of transit procedure, consignor and representative
- Authorizations (type and reference) - indicates the use of simplified procedure
- Guarantee amount can now be entered with the guarantee details
- Location of goods uses a type and qualifier to identify type of location
- Customs office of exit
- Departure transport means type and customs office for active border transport means
- Place of loading and unloading
- Documents: supporting (produced), transport, additional references, previous documents (changes to document codes and new document categories) - available on all hierarchical levels
House Consignment Level
- Country of dispatch
- Gross mass
- Reference number
- Consignor
- Consignee
- Additional supply chain actor
- Departure transport means
- Documents as mentioned above
- Additional information
- Transport charges
Item Level
- Additional supply chain actor
- CUS code

Deleted Data Fields
The following data fields for departures have been removed:
Header Level
- Language fields
- Declaration place
- Authorized consignee (replaced by authorizations data group)
- Control result code
- Carrier address details
- Guarantees: validation limitation EC/non-EC
Item Level
- Special mentions: Export from EC/country
- Parties: Consignor, consignor security, consignee security
- SGI codes: sensitive goods/quantity
New Code Lists
Newly introduced or modified code lists for departures include:
- Additional declaration type
- Authorizations (for both transit departure and arrival declarations)
- Security
- Specific circumstances indicator
- Guarantee types
- Changes to documents and additional information
- Location of goods type and qualifier
- Transport means type (departure and border)
- Additional supply chain actor
