Until the final state of NCTS5 it will not be possible to send a pre-lodged declaration (additional declaration type D) through NCTS due to a known bug within HMRC's NCTS system.
Until this fix is implemented, any transit declaration sent with an additional declaration type D will be rejected, even if all the other information within the declaration is correct. Therefore the transit departure declaration should be sent with an Add. declaration type of 'A', until HMRC implement the fix.
The bug is related to the active border transport means. The IE170 message containing the transit declaration data is currently the active border transport means field when it is received by HMRC.
Even if this field has been sent previously in a departure declaration linked to the transit declaration, either as an IE015 message or as an IE013 message if there has been a correction made, the transit declaration will still be rejected because HMRC's system only looks for the border means data group within the IE170 message. This means that IE029 release notification cannot be generated for the transit declaration.
