During the transition period (until 21 January 2025) only one house consignment can be sent in NCTS5 (DVA). This will change once the final stage is live on 22 January 2025, when multiple house consignments can be sent. With multiple house consignments it is possible to declare multiple consignor and consignee relationships. Until the final stage, it is only possible to declare one consignor in the transit departure declaration.
Dutch customs have received feedback that this could impact general cargo shipments. To minimize the impact as much as possible, Dutch customs recommend using the following workaround from 29 October 2024 until 21 January 2025.
In case there are multiple consignors for a transit departure declaration, the holder of the transit declaration can designate one consignor on the transit declaration and treat this consignor as the 'master consignor'. This would then be the consignor that is declared on the transit declaration.
In case of multiple consignors, it is still recommended to take note of those consignors in the trader's system, e.g. using the note functionality of the software or by using the internal remarks field.
