PEM rules: Comparing new and old list rules

To help companies assess the changes that the new PEM rules will bring from 2025, German customs, among others, offers some possibilities for comparison.

At wup.zoll.de you can easily compare old and new PEM processing lists:

1. Select "Comparison of the processing list".
2. Enter a HS heading.
3. Select the preference rules of a country that you want to compare. The rules used in each case are identified by a letter next to the country abbreviation.
   Example: BA-C (Bosnia-Herzegovina (BA) - C)) - BA-R (Bosnia-Herzegovina (BA) - R)
4. Click "Search".
5. The old and new rules will then be displayed in a table.

• Tip: You can also compare the rule changes in the Origin & Preferences software. To do this, go to Data service -> List rules and select the EU-Albanian (revised regional agreement) and EU-Bosnia-Herzegovina (regional agreement) agreements. You will see the new list rules for AL and the previous ones for BA.
