Depending on the data elements required for the entry, a system user might be required to fill out information relating to the parties involved on a customs declaration.

Declarant (DE 3/17 and DE 3/18) |
The Declarant should be the sender/CDS authorised party. This is mandatory as it is the link between your AEB system and HMRC. This is either via a CDS direct connection or your CSP e.g. Pentant, MCP, CNS, CCS. This usually would have been configured within Customs Management in the participant settings. |
Exporter (DE 3/1 and DE 3/2) | This is the party exporting the goods – this may be the same party as the Declarant. |
Consignee (DE3/9 and DE3/10) | This is the party to whom the goods are consigned/ shipped. |
Representative | The completion of this field is only required where the Representative differs from the Declarant, but is required regardless of whether direct or indirect representation is used in this instance. |
Carrier (DE 3/31 and DE 3/32) | There are instances where the declarant may be required to fill in the carrier details within the parties section. |
Shipping Point | This is an internal Customs Management field and not a specific CDS data element. |
