Key information on MASP time frames
The MASP (Multi-Annual Strategic Plan) projects include the new systems for import, export, and transit (NCTS5) declarations.
- AES (Export): Transition period started on June 19th and ended on October 31st, 2024
- IDMS (Import): Transition period started on June 26th and will end on February 5, 2025
- NCTS phase 5 (Transit): Go-live on January 21, 2025 (no migration period)

Migration from PLDA to AES (Export)
The migration from PLDA to AES Export was accomplished on October 31, 2024. If necessary, you can still find migration information on our Help Center:

Change in the submission of T2L/T2LF declarations (PoUS)
The new Proof of Union Status (PoUS) system to prove Union status of goods with electronic means went live on September 16, 2024. T2L/T2LF documents must now be lodged via the new EU Proof of Union Status (PoUS) system. It is no longer possible to issue T2L/T2LF documents via the PLDA system.

Migration to AES Export takes place before the go-live date of PoUS system on Sep 16
- This only concerns customers submitting T2L/T2LF documents via PLDA who plan to migrate to AES Export before the go live of the new PoUS system in Belgium on September 16, 2024.
If you submit T2L/T2LF documents and plan to migrate to AES Export before September 16, 2024, you must have registered with the new EU PoUS system before your migration date. As soon as you have migrated to AES Export, you will not be able to submit T2L/T2LF documents via Customs Management any longer, but must lodge these documents via the new EU PoUS system.
In the PoUS system, the T2L/T2LF documents will have to be created manually. There is no interface available to submit data from Customs Management directly to the PoUS system.

April 2024 update: Belgian customs authorities have published an updated timeframe for the MASP projects.
May 2024 update: AEB has received information on adapted timelines regarding the Go-Lives of AES, IDMS, and NCTS phase 5 in Belgium. We expect official confirmation of these changes early May.
June 2024 update: Belgian Customs has published new deadlines for the switch-over to AES, IDMS, and NCTS5.

July 2024 update: BE customs authorities announced that the MASP timetables are being revised, but no specific new dates have been published yet.
July 19th, 2024 update: BE customs authorities announce go-live of PoUS system on Aug 1, 2024.
September 5, 2024 update: Belgian customs has postponed the end of migration from PLDA to AES from September 30, 2024 to October 31, 2024.
September 26th, 2024 update: Belgian customs has postponed the end of the migration period from PLDA (import) to IDMS from November 30, 2024 to February 5, 2025.
