Key information on MASP timeframes
The MASP (Multi-Annual Strategic Plan) projects include the new systems for import, export, and transit (NCTS5) declarations.
- AES (Export): Transition period starts on June 19th and will end October 31st
- IDMS (Import): Transition period starts on June 26th and will end February 5, 2025
- NCTS phase 5 (Transit): Go-live on December 9, 2024 (no migration period)

Migration from PLDA to AES (Export): steps and timeframes
AEB will be configuring the AEB Customs Management test systems for AES (Export) in early July (planned for the first 2 weeks). We ask you take note of the steps required for testing and preparation to move to AES:
Within the migration guide, you will find a request to contact AEB via the specific migration email address, to pre-select a date and time for the move to production in September.
Note: Details for IDMS (Import) migration will follow at a later date.
Changes affecting export procedures
The changes mainly affect the declaration data that needs to be submitted to customs, for instance:
- several new document types
- additional information on delivery terms and transport means
- a change in declaration and procedure types in accordance with UCC regulations
Furthermore, new fields will be available in a declaration, for example:
- an EXS checkbox
- a field for the presentation time
- new fields for commodity codes and document types (at item level)
These new fields need to be filled in the declaration and therefore, the implementation of a few API changes is required, too. This concerns the new information on delivery terms and country as well as the new document types.

Change in the submission of T2L/T2LF declarations (PoUS)
The new Proof of Union Status (PoUS) system to prove Union status of goods with electronic means will go-live on September 16, 2024. As of this date, T2L/T2LF documents must be lodged via the new EU Proof of Union Status (PoUS) system. It will no longer be possible to issue T2L/T2LF documents via the PLDA system.

Migration to AES Export takes place before the go-live date of PoUS system on Sep 16
- This only concerns customers submitting T2L/T2LF documents via PLDA who plan to migrate to AES Export before the go live of the new PoUS system in Belgium on September 16, 2024.
If you submit T2L/T2LF documents and plan to migrate to AES Export before September 16, 2024, you must have registered with the new EU PoUS system before your migration date. As soon as you have migrated to AES Export, you will not be able to submit T2L/T2LF documents via Customs Management any longer, but must lodge these documents via the new EU PoUS system.
In the PoUS system, the T2L/T2LF documents will have to be created manually. There is no interface available to submit data from Customs Management directly to the PoUS system.
