As a consequence of accepting the Union Customs Code (UCC) in the heart of the EU, all customs systems of all member states need to be adapted, also the French Delta system.
In the coming months the existing procedures DELTA-G and DELTA-X will disappear and be replaced by DELTA-I/E. The EU planning foresees all export systems to be fully migrated by end of 2024. However, not all EU countries seem ready for that deadline.
DELTA-I/E: Changeover for import and export declarations
In France the current project plan is being revised. The French customs administration provides information about the planned changes on the Understanding and preparing for the import-export overhaul website. The preliminary plan shows version 1 going live in November 2024 with a 6-month transition period for import. For export there is no timeline available at the moment, this is expected in 2025.
DELTA-T: Migration to NCTS Phase 5
Please be aware that DELTA-T, the French transit declaration system (transfer and discharge movements), will also need to align with NCTS Phase 5. This process is being implemented via a phased approach and here too, the planning is being revised.
