Below are details of important actions that you need to complete as part of the migration to DELTA IE Exports
Contact French Customs
If you haven't already done so, please contact French Customs to apply for, and clarify the following:
- EORI: apply for a new EORI-SIREN from the SOPRANO-EORI platform.
- DECO agreement: verify with French Customs the validity of the DECO agreement and whether the agreement will be automatically migrated to DELTA IE for Export. The DECO agreement replaces the old PDDE or PDCE. DECO agreements must be declared with each declaration as a DEC1 'Additional reference' code and reference. A trader can have multiple DECO agreements for each customs office. A DECO agreement is unique for each SIREN, Declaration office and type of clearance (local, DCN, DCC, ... ).
- Authorisations: check if you need to apply for any authorisations.
- Guarantees: check if you need to use or apply for any guarantees.
- Test system: request access to the test environment from French Customs.
- Other: there may be other requirements imposed by French Customs in order to use DELTA IE. Please contact your local French customs office for more details. A list can be found at: Douane : Les cellules-conseil aux entreprises - CCE
Review Changes in Customs Management
In addition to contacting French Customs, please check the following in order to prepare for the migration to DELTA IE:
- Review changes to fields.
- Review changes to all code lists in particular produced (supporting) documents, previous documents, transport documents, additional references and additional information.
- Create a new company in Customs management with the new EORI number and fill in the SIRET field. The company master data entry used in DELTA G should not be written over to avoid any loss of data. (See DELTA IE Exports: Actions required for changes to EORI format).
- Add any required Authorizations to the 'Authorizations' master data.
- Update templates and template selectors based on new data structures.
- Review data sent via API.
- Include one of the following codes on head level 'Additional Information' data group:
- A0010: for former DELTA G cargo freight
- A0020: for former DELTA S express freight
- Include the following code with a reference on head level 'Additional references' data group:
- 1DEC: This is the customs clearance reference provided by customs. The reference must correspond to an active DECO-type ROSA relationship. Customers must contact their local French customs office for more details.
Further information
French Customs is still in the final stages of developing the new requirements for DELTA IE. AEB will provide more details on when a test system will be available to help prepare for the changes. In the meantime, please review the points above.
