HMRC have announced the following timetable of expected future CDS updates (released after CDS version 5.3.0 on 26th September 2026).

As a result of the changes to the treatment of Low Value Imports, Additional Procedure Code 'C07’ must not be used on an H1 for movements into Northern Ireland. It can continue to be used for GB Imports.

| 25th September 2026 | Measurement Unit Codes |
Measurement Unit Qualifier ‘O’, to be used with Measurement Unit Code ‘TNE’ (Tonne), is being introduced by the EU from the 25th September 2026.
The following measurement units are also being added – |
| 1st October 2026 | Excise Duty Rate Changes for Tobacco | These changes will be published as part of the CDS Release but won’t apply until the 1st October. | 1st October 2026 | Steel Contracts (Signed Before 14th March 2026) |
Document code 9Y16 for claiming a contractual waiver on imports of steel will cease to be valid for goods imported after 30th September 2026. Out of quota imports from the 1st October 2026 will be liable to 50% duty. |
| 1st October 2026 | Melt and Pour Steel in NI |
New requirements for declaring the country of Melt and Pour for steel will be applied to imports into Northern Ireland. New document codes have been added to Appendix 5A to facilitate these changes.
The provisional guidance for this was issued on the 9th September 2026 and should be referred to for full declaration completion requirements.

| 1st October 2026 | Vaping Products Duty | The new Vaping Products Duty will be introduced on the 1st October 2026. Guidance for these changes can be found in the Release 5.3.0 table. |
| 30th December 2026 | EU Deforestation Regulation |
This is due to come into force on the 30th December 2026 in the EU and will also be applicable in Northern Ireland. HMRC are still in discussions with DEFRA on how this will impact declaration requirements. Further guidance will be issued in due course.

| Early 2027 | Automated Export System (AES) | In addition to the AES release in early 2027 (which will not affect declaration completion requirements) there will be some future changes to declaration completion instructions and data element formats. Details of any changes will be shared ahead of time. These further changes are not expected to apply until 2028. |
| March 2027 (Provisional) | Sanctions against Israeli-occupied Territories | Following the announcement in Parliament we are expecting sanctions to be applied to goods from Israeli occupied territories. These are not envisaged to come into force until at least March 2027. |
| September 2027 | Arrived Export GVMS locations |
Currently there are 7 Goods Locations where export goods must be declared as arrived. These can be found at Locations you need to submit an 'arrived' export declaration before moving goods - GOV.UK.

The changes mentioned in the CDS Release 5.3.0 table above, Items 20 – 28, will not be live in CDS Release 5.3.0, but will be introduced at some point in 2027.

We are commencing a program of enhanced authorisation validation to ensure that only authorised parties are able to access certain customs facilitations. This will commence in Release 5.3.0 with SDP and EIDR authorisations (See Release 5.3.0 Guidance).

| No date | National Authorisations | Currently, Document Code C676 is used to declare the authorisation number for a variety of authorisation types. Future updates to CDS will introduce specific document codes for individual authorisations. |
| No date | Authorisation Type Codes | The authorisation type codes used in DE 3/39 Holder of the Authorisation Identification Number, are also being reviewed. FAS accounts were not carried forward from CHIEF, so the code FAS is not appropriate on CDS but is declared a large number of times each month. The code UKCS was included in anticipation of authorisations being introduced for operators in the UK Continental Shelf. These were never introduced but traders are declaring UKCS, possibly in confusion with the UK Carrier Scheme. We will be looking to remove unnecessary codes, which will then result in declaration rejection if they are used. Further details will be provided before we make any changes. |
| No date | Removal of Exemption Status Codes | As part of ongoing updates to the Completion Instructions for Document Codes, the availability of X-series Status Codes will be removed from some document codes where there is an alternative waiver Document Code listed in the Online Tariff, or the waiver option is no longer applicable to the Code. |

Validation will be strengthened around the country of destination on import declarations.

| No date | Direct/indirect Representation | Issues have been identified where the incorrect Representation Statuses are being declared on declarations. Validation will be introduced in the future to ensure that the correct Representation Status is being declared. For example, when the Importer and Declarant are the same EORI (self-representation), Data Element 3/21 must be left blank. Where the Importer and Declarant EORIs are different, Representative Status Codes ‘2’ or ‘3’ must be used. |
