Import Filing: ATLAS can be configured so that either:
- Tariff rates are not maintained
- You maintain tariff rates manually
- Your system is linked to the Electronic Customs Tariff EZT, via Reguvis Fachmedien GmbH
You can only calculate the expected duties in a customs declaration if your customs tariff rates are maintained.
- Manual maintenance of customs tariff rates: The Customs tariff master data is only displayed if your system is configured to maintain your tariff rates manually. Otherwise, the customs tariff rates are not relevant, as you will probably be receiving the tariff rates daily via the connection to EZT.
Using customs tariff rates you can calculate the expected customs duties for your customs declarations. Import Filing: ATLAS distinguishes between seven different customs rate types.
To create a new tariff rate, follow the steps below:
- Go to Master data > Zollsätze and click the New button.
- A list of tariff types (explained below) will be shown (in German). Select the required type of tariff, e.g. Präferenzzollsatz (preferential tariff).
- Enter the required data. You can also select a country (from the Land field) or a country group (from the Ländergruppe field). Click Save & close when done.
Connection to the Electronic Customs Tariff - EZT
The prerequisite for connecting to EZT is that you obtain a valid licence from Reguvis Fachmedien GmbH (formerly Bundesanzeiger Verlag, BANZ).
Once your company has ordered an EZT subscription, Reguvis Fachmedien GmbH will confirm the start and end of the contract in writing (e.g. by e-mail). If you send this confirmation to the AEB support team we will integrate it into your Import Filing: ATLAS application free of charge.
This integration means that you have access to all commodity codes and customs tariff rates. When customs-related commodity codes, customs rates or import VAT rates change, you remain up to date, enabling you to determine the customs and tax rates applicable in Germany.
You will also find information on whether foreign trade law measures are necessary or possible, such as the inclusion of a certificate of origin. Import Filing: ATLAS then determines the expected duties and taxes to be paid within your import declaration.
Tariff Types
- Antidumping Zollsatz (Anti-dumping duty rate): Here you maintain a duty rate that can be levied on imports from third countries for economic policy reasons. The anti-dumping duties are added to the normal duties.
- Drittlandszollsatz (Third country duty rate): Here you maintain the customs duty rate that is levied when importing goods from third countries if no special duty rates are applied for. E.g. a third country duty rate is used to calculate your expected duties if you enter ‘100’ in the preference request in the customs declaration.
- Präferenzzollsatz (Preferential duty rate): Preferential duty rate compared to the third country duty rate:
- For a duty rate based on trade agreements with the specified country or group of countries, leave the APS-Zollsatz box selected.
- Zollaussetzung (Duty suspension): A duty suspension may be granted for economic reasons for a certain period.
- Zollkontingent (Quota tariff rate): Tariff quota relevant for tax purposes.
- Zollsatz mit Zusatzcode (Customs duty rate with additional code): The additional code provides further technical information, e.g. about the intended use of the goods. Additional codes that are not relevant to customs duties do not need to be kept here as you can enter them directly in the customs declaration.
- Zollunion (Customs union): Here you can enter a customs duty rate for customs union goods.
