If there is an interruption in communication with Customs, you can report EMCS declarations using the fallback procedure.
Check the AEB status page for information on current disruptions. There, you will receive a master ticket number for the fallback procedure as soon as the customs authorities make it available.
EMCS Filing (DE) is available
1. Select the EMCS movement (submission) for which you want to initiate the fallback procedure.
- If the movement has the status “Sent,” select the movement and from the EMCS movements menu click Duplicate. The duplicated EMCS movement will appear.
- If the movement has the status “Complete,” open it.
2. In the Assistant column, select Start fallback procedure.
3. Enter the customs master ticket number and click Start fallback procedure. You can obtain the master ticket number from the AEB status page or by contacting the customs service desk (servicedesk@itzbund.de).
If you are not using a ticket number from customs, notify customs in writing that you will be processing the transaction using the fallback procedure.
4. In the Fallback procedure tab, select the copied movement and click Open.
5. In the Documents tab, select the fallback document and click Print/Preview. If necessary, the document can also be edited.
6. Print the 3-page PDF.
- Copy 1: Keep for your records.
- Copy 2: Send immediately to the responsible main customs office.
- Copy 3: Give to the carrier. This copy must accompany the goods.
7. In the Assistant column, select Finish printing document.
Completing the fallback procedure in EMCS Filing
Your EMCS movement (submission) had the status “Complete”:
Prerequisite: Late submission is only possible if you have completed the printing of the fallback document. The copied movement in the fallback procedure is assigned the status “Fallback printed."
- Once communication with Customs is restored, open the EMCS movement (submission) with the status “Deferred message necessary."
- Using the Assistant, send the deferred submission of the EMCS movement to Customs using the N_EAD_SUB customs message.
Your EMCS movement (submission) had the status “Sent”:
- Once communication with Customs is restored, open the original EMCS movement (submission) with the status “Valid.”
- In this case, change the destination to your location.
EMCS Filing (DE) is not available
If EMCS Filing is not available and you cannot print the fallback document from within the application, you can obtain forms to fill out at www.zoll.de:
- 033074: Accompanying document for the movement of excise goods under duty suspension in the fallback procedure (fallback document)
1. Fill out the PDF document in your browser and use the Master ticket number provided on the AEB status page.
2. Print the 3-page PDF.
- Copy 1: Keep for your records.
- Copy 2: Forward immediately to the responsible customs office.
- Copy 3: Give to the carrier. This copy must accompany the goods.
