Your business partner has informed you that the closure of an electronic administrative document (eAD) that has already been opened is missing. However, the relevant ARC number does not appear in your EMCS discharge overview. In that case, the following checks may help:
- Verification check: Ask your business partner to send you the relevant eAD and check the excise tax numbers listed. Are they correctly issued to your company? If not, ask your business partner to correct them. If they are correctly issued, proceed to the next verification step.

Verification check: You have correctly entered new excise tax numbers in the EMCS Filing master data, but have you ever received any EMCS messages regarding them?
Since EMCS messages are sent via excise tax numbers in EMCS Filing, the master data must first be updated in EMCS Filing for each new tax warehouse or authorization.
In addition, an IT service provider application must be submitted to Customs for each new excise tax number.

Verification check: For cross-border EMCS transactions, check the Administrative Reference Code (ARC) on the European Commission’s portal: ARC tracking (only transactions involving other Member States).
You will receive a status for the EMCS transaction. If the status indicates an error or if the transaction is not listed there, please contact the Customs Service Desk. - Verification check: Is there a disruption in EMCS message exchange with customs? Check the AEB status page for disruptions in German message exchange or the HMRC EMCS Service Availability and Issues website for the UK. There, you will receive a master ticket number for the fallback procedure as soon as customs makes it available. In these cases, you can report discharges using the fallback procedure.

Verification check: Report any missing transaction to the Customs Service Desk. As the customs administration’s technical service provider, the Service Desk has access to international communications, can provide you with further information, and if necessary, resubmit the EMCS discharge. When making your inquiry, please provide the excise tax number and the ARC number from the EMCS submission.
