Once you have sent a draft administrative document (e-VD/e-AD) to Customs, it can only be cancelled in a few cases. In most cases where you wish to correct an EMCS submission, you must submit a change of destination.
The requirements:
- Cancellation is only possible for consignments opened under tax suspension (e-VD/e-AD).
It is not technically possible to cancel a simplified electronic administrative document (v-e-VD). - A valid e-VD/e-AD can only be cancelled provided that the transport has not yet commenced. Furthermore, the dispatch date must not be in the past.
- If the e-VD/e-AD has been registered with the destination code ‘6 – Export’ and a successful match with the export transaction has already taken place, the e-VD/e-AD can no longer be cancelled.
- If follow-up messages have been received for a valid e-VD/e-AD, the transaction can no longer be cancelled.
For more information (in German) on when you are permitted to cancel an e-VD/e-AD, please refer to the Customs EMCS procedural guidelines (in German) under the heading ‘Annullierung eines e-VD’.
How to cancel an EMCS submission:
- Open the EMCS movement.
- From the Submission menu, choose Cancel:
Alternatively, use the Cancel option in the Assistant column. - In the new window, enter the Reason for cancellation and any additional information for your customs office.
- Click on Send cancellation.
The movement changes to 'Cancelled' status. Once Customs accepts the cancellation, the movement becomes ‘Invalid’.
If the e-VD/e-AD was issued for a recipient in Germany, that recipient will also receive the cancellation notification. If the recipient is in another Member State, the cancellation will be forwarded to the country of destination.
