Customs authorities automatically compare certain data between an EMCS submission and the associated export transaction.
After the draft e-VD is validated, you can submit the export declaration to the relevant export customs office. The export customs office specified in the ATLAS export declaration must match the export customs office specified in the e-VD.
In the ATLAS export declaration, you must specify the ARC number and the relevant item number of the e-VD at item level as a previous document with the code C651.
You can group several EMCS transactions together in a single export declaration.
What is not allowed?
- Items from an EMCS transaction cannot be included in more than one export declaration.
- Items from an EMCS transaction cannot be combined into a single export declaration item.
- An item from an EMCS transaction cannot be split across multiple items in an export declaration.
What data is being matched?
The data checked includes the transport details, the correct entry of the reference code (ARC) and the item number in the export operation, as well as the commodity code and net weight of the items. If the data matches, the result of the data comparison is positive. The EMCS submission becomes valid and the export declaration is released, or closed after receipt of the exit confirmation.
Once the customs export declaration has been accepted, you must not make any changes (cancellation, change of destination, split declaration) to the e-VD.
If the data check returns a negative result, you, as the sender, will receive the message “Export rejection e-VD”
You will then have the option to cancel the ATLAS export declaration and submit a new export declaration to Customs. Otherwise, you will need to amend the destination.
