To submit a fallback procedure, you must first notify the responsible customs office in writing before the first movement in fallback procedure begins – unless the problem originated at the customs office. You also need to obtain a trouble ticket number from the customs service desk. This provides you with proof that you have notified customs of the problem before the first movement in fallback procedure.
- Note that the next steps differ in the EMCS (DE) and EMCS (UK) applications.
Proceed as follows to start the fallback procedure for EMCS (DE):
- The EMCS movement (submission) must have the status of either Complete or Sent.
- Open the EMCS movements (submission) overview.
- The next steps are different for EMCS movements (submission) with the status of Complete and Sent.
- EMCS movements (submission) with the status of “Sent”: Select the EMCS movement (submission) with the status of Sent, then go to the EMCS movements menu and select Duplicate.
- The duplicated EMCS movement (submission) appears. Continue with step 4.
- EMCS movements (submission) with the status of “Complete”: Open the EMCS movement (submission).
- Go to the Submission menu and select Start fallback procedure.
- The Fallback procedure window opens.
- Enter the ticket number here, then click the Start fallback procedure button.
- The EMCS movement (submission) now displays an additional sheet entitled Fallback procedure. Here EMCS Filing creates a copy of the actual EMCS movement (submission) that can be used to print the fallback document.
- Open the copied movement.
- Switch to the Documents sheet. Here the fallback document can be modified (click arrow to the right of Print/output button, then select Edit) and then printed (Print/output button).
- Please refer to the following sections for details on modifying and printing the fallback document.
- You must electronically transmit the draft e-AD/e-SAD to the customs office as soon as the EMCS is working again: When EMCS is available again.
Proceed as follows to start the fallback procedure for EMCS (UK):
- The EMCS movement (submission) must have the status of either Complete or Sent.
- Open the EMCS movement (submission).
- Go to the Submission menu and select Start fallback procedure.
- This opens the Fallback procedure window.
- Enter the ticket number that you received from the customs service desk, then click Start fallback procedure.
- The EMCS movement (submission) now displays an additional sheet entitled Fallback procedure. Here EMCS Filing creates a copy of the actual EMCS movement (submission) that can be used to print the fallback document.
- Open the copied movement.
